PROSOFT was incorporated in 1984 and is a successful graduate of the United States Small Business Administration’s 8(a) Program. Since our graduation from the 8(a) Program in 1997, PROSOFT has grown to more than 325 professional employees with established locations in Virginia, Maryland, District of Columbia, North Carolina, Rhode Island, Florida, Louisiana, California, Hawaii, Japan, and Puerto Rico.

For more than 25 years, PROSOFT has been an established quality leader in the design, installation, testing, operation, support, and maintenance of information systems. PROSOFT has developed a reputation for sustained, high-quality performance evidenced by a steady stream of contract awards and renewals from 1984 to the present. We currently have a five-year contract backlog exceeding $100 million with annual revenues of $30 million. We pride ourselves in our extensive experience providing technical features and business solutions through the implementation of new technology. Through the implementation of new technology solutions and superb technical service, we offer our customers the means to meet current and future integrated systems challenges.

Quality Management System
PROSOFT has implemented Balanced Scorecard as the cornerstone of our internal management process. We chose the Balanced Scorecard approach because it is a well-proven tool for identifying, documenting, and managing the critical success factors relating to customer satisfaction. Balanced Scorecard is based on identifying and implementing performance metrics and measurement systems that equally integrate four critical success factors: customer satisfaction, quality, innovation, and financial performance. All four of these areas have equal value within the system. Our Project Managers use Balanced Scorecard during the project planning phase to create performance measures and develop measurement tools that will ensure successful projects. This approach guides our current performance and helps us target future performance objectives.

Our experience with NAVSEA teaches us that there are different quality standards implemented and subscribed to within different sectors of the NAVSEA enterprise. By way of example, shipboard work quality is governed by a requirement that the performing contractors have their quality program reviewed, approved, and on file with an appropriate NAVSEA field office. It is further regulated by RMMCO’s?? who review and monitor quality plans associated with specific shipboard maintenance activities and ship alterations. As a function of our Balanced Scorecard management process, we will implement and monitor appropriate quality metrics and measurements as a Program- and Project-level management function independent of operations. In the case of tasking requiring a specific unique management plan, the team will prepare and implement the appropriate plan. In cases that require a general pre-approval of the specific contractor’s overall quality program, we will submit that contractor’s program documentation for review. In cases not specifying a specific quality plan requirement, we will implement our internal ISO 9001:2000 certified quality program.

The majority of technical and professional employees, including our program and project managers, have more than 20 years of experience in their chosen professional field. Almost 40% of them possess bachelor’s degrees and more than 10% have one or more advanced degrees. Our aggressive internal training programs and company-sponsored commercial training opportunities ensure that our employees are technologically current and fully capable of applying the latest technologies to our customer’s needs. This training, combined with a strict policy of performance-based upward mobility, is a significant factor in our high employee retention rate.

In addition to superlative technical competency, our staff possesses an unusually high degree of awareness of the needs of our Government customers—a fact that stems from our policy of targeted recruitment of highly qualified military veterans. Among the nearly 30% of our workforce with prior military experience, more than 25 members of our staff are retired 05s or 06s with extensive operational, technical, and managerial experience. Another 35% come from the upper enlisted ranks of various technical specialties. This unique combination of advanced education, appropriate certification, and highly relevant experience ensures that PROSOFT can assemble and deploy a technically-superior workforce for virtually any NAVSEA tasking.
