In August
2004, the White House issued Homeland Security Presidential Directive
12 (HSPD-12) requiring all federal agencies to implement a secure,
tamper-resistant personal identity verification (PIV) credential
(identity card). HSPD-12 establishes more uniform standards for
issuing trustworthy government identity credentials. It applies
to all government employees and contractors and governs both physical
(facility) and logical (systems) access.
The
proposed federal PIV card will change the facility and logical access
paradigm of today; it will allow easier access, stricter authentication,
and practically no “strong” passwords. Because the deadline
for implementing PIV cards is October 2006, comprehensive plans
for realizing HSPD-12 compliance goals must be developed immediately.

Planning

Department of Defense (DoD) is the federal organization with the
